Description
The Doctoral Thesis develops a methodological framework for implementing a property reuse system to foster age-friendly social housing in Latvia, addressing the housing needs of a rapidly ageing population. Using a mixed-methods approach with 50 stakeholders and a three-round Delphi validation, three models were integrated: an adaptive reuse potential model, an adaptive reuse decision-making model, and a four-phase methodological process. The validated framework enhances affordability, sustainability, accessibility and community integration in shrinking, ageing post-Soviet cities.
