The report analyses the public e-service usage patterns of Latvia’s residents and the factors influencing their use. The study is based on an analysis of academic literature, publicly available data, and the results of a resident survey conducted by RTU at the end of 2024. The quantitative analysis focuses on a group of institutionally more competent users, characterised by higher education and experience with public-sector processes. The results show that this group continues to use public e-services even while giving relatively critical assessments of their convenience and functionality. The report concludes that broader uptake of e-services requires improvements in usability, functionality, and the availability of information, as well as the mobilisation of institutionally more competent users as promoters of wider e-service use, alongside the continuation of regular and comparable resident surveys on e-services.
