The Doctoral Thesis develops and empirically tests a methodology for assessing the utility of EU Structural Funds investments, based on stakeholder theory and an integrated relative and focus utility approach. The study analyses stakeholder roles in sustainable governance, EU cohesion policy principles, and the foundations of investment utility assessment. The methodology is structured, repeatable, and adaptable across governance levels, aligned with EU requirements, and applicable in ex-ante and ex-post evaluations. It was piloted in assessing Latvia’s EU investments for the 2021–2027 programming period, demonstrating practical applicability and improved decision-making quality.
