In the Doctoral Thesis the process of monitoring and evaluating the quality of Internet access service has been examined and evaluated in regard to the choice of the type of measurements depending on the different technical and regulatory aspects. The Doctoral Thesis proposes and practically evaluates the additional criteria for placement of the measurement equipment, which are based on the assessment of signal parameters. As a result of the research, guidelines for the performance of measurements of the quality of the Internet access service have been developed, which provide specific set of activities and conditions for measurement provision to ensure transparency and objectivity of measurements.
