Description
Digital transformation in the public sector is increasingly being implemented at the institutional level, where practical initiatives are concentrated and tangible added value is created. The study develops a digital maturity assessment instrument for public administration, the d-index, which is designed as a multilevel assessment system and can be applied at the institutional, sectoral, and national levels. The developed methodology makes it possible to systematically assess digital maturity, identify digital transformation priorities, plan resources, and monitor the development of digital governance at the institutional, sectoral, and national levels.
