Digital maturity measurements provide empirical insight into an institution’s capacity to utilise digital technologies and to identify subsequent steps in the direction of organisational transformation. However, to date, it has not yet been sufficiently assessed which of the existing digital maturity models and measurement frameworks are directly or indirectly applicable to public administration in Latvia. The goal of the study is to examine the concept of digital maturity in public administration, to analyse internationally recognised digital maturity indices, and to assess the necessity of developing a digital maturity assessment tool tailored to the Latvian public administration. In Latvia, digital maturity assessments of public administration institutions were conducted at the meso and macro scopes between 2014 and 2022. The authors recommend reinstating the measurement of digital maturity in Latvian public administration institutions through a dynamic digital governance and impact assessment system.
