Description
The study is devoted to the analysis and harmonization of digital transformation terminology in the context of Latvia’s public administration. Its aim is to identify terminological ambiguities and inconsistencies in Latvian policy documents. The methodology is based on document analysis, a comparative study of international policy frameworks, analysis of term usage frequency and semantic co-occurrence, expert-driven prioritization of terms, and validation of definitions through structured individual interviews. As a result of the study, final definitions were developed and validated for six priority concepts: e-governance; digital governance; e-identity; digital identity; e-service; digital public service.
